[Plugtest-org] wifi in italy

Hi,

while registering at the OOoCon website, I've noticed that the organisers added
a note about using wifi in Italy (apparently there's a law requiring some formal
ID in order to be able to use WiFi-access, and some information is kept on file ?)

If someone could point me to a (preferably in English :-) small text explaining
this law, I'll add it to the wiki
