to add to that:

of course there are going to be many outcomes - but only from the granted projects, and those outcomes are all publicly available under an open license exclusively.

We should consider putting out an alternative to the DESCA consortium agreement for any programme that deals with free and open source technology exclusively, to lower the barrier for others to adopt a more progressive IPR regime in their consortia.
