Actually, we don't have to travel to Brazil (probably I won't be able to attend anyway, as it is outside the EU, which makes it a bit more difficult to justify my expenses).

Even if they are perhaps not member of the OASIS ODF TC's, there are more than enough talented people in South America to organize an ODF Plugfest.
I'd be happy to assist in updating the wiki and so on, we only need a good (local) lead.

I sent a note to one of last year's organizers proposing the plugfest and itemizing pros, cons. Pros are obvious plus plausibly big-name developers; cons are cost, with subsidy required for those independent or not employed by multinationals.

Simultaneously, I'll send a note to Olivier Hallot, of the Document Foundation. I would be doing so wearing my ODF hat, not my Apache OpenOffice one.

It's unclear to me what will happen or when. Porto Alegre, for what it is worth, is currently undergoing a "clean up" (including getting rid of some remarkable trees) for the sports venues related to the World Cup and Olympics. So, that may complicate things, at least in terms of hoteling.

BTW, the obstacles before to having it in Brazil, besides the cost of getting there, related to the time getting there. For Europe—anywhere in Europe—it takes a day, at least. Even for those of us in North America—Canada—it takes about a day. And it's a tiring trip, with at least one layover. These are serious considerations. On the other hand, Brazil is, to my mind, a crucial component in ODF progression, simply because the magnitude of its use and the increasing number of its students studying material that would be relevant here.
