[Plugtest-org] Call fo proposals for 8th ODF plugfest in Brussel

BTW, how are we organizing the review committee? When we did this for
OOo and for other ODF events, it was fairly simple, but it wd. be good
to stipulate provisions for recusal, evaluation, etc.
