[Officeshots] Automatic failing of jobs

Hello all,

I have just rolled out a change to Officeshots. Problematic document 
jobs will now automatically be recognised and removed by the system.

When a job has been given out to a factory for 5 times without getting a 
result back, Officeshots will now assume that the document is 
problematic and probably crashing or stalling the factory. These jobs 
will now automatically be set to FAILED.

This should put an end to most of the "failure loops" in Officeshots 
(where a document fails but is repeatedly given to the factory anyway, 
because Officeshots wants a result). You should never be given the same 
document more than five times.
