Microsoft moet afgeschreven bestandsformaten in publieke domein brengen

De Nederlands charitatieve durfkapitaalverschaffer NLnet [1] heeft
IT-bedrijf Microsoft verzocht om haar afgeschreven bestandsformaten in
op korte termijn in het publieke domein te brengen. Volgens de
not-for-profit investeerder maakt dat het morgen voor de
standaardisatiewereld, bedrijven en open source ontwikkelaars om beter
toegang te krijgen tot hun eigen documenten in de toekomst. Daarnaast
helpt het om Microsoft's eigen producten te laten werken met de nieuwe
open standaard ODF.

Vooral het vrijgeven van de volledige blauwdruk van de vele
verschillende versies van de oude Microsoft Office-formaten (beter
bekend als .doc, .xls en .ppt) is dringend nodig voor de werkzaamheden
met betrekking tot toekomstige versies van ODF. ODF (ISO 26300) is de
ISO-standaard voor Office formaten die in rap tempo het standaard
bestandsformaat van keuze voor tekst-editors, spreadsheets en andere
office-applicaties aan het worden is binnen overheden, bedrijven, NGO's
en individuen. "Er is geen reden om afgeschreven bestandsformaten niet
in het publieke domein te brengen", zegt Michiel Leenaars, strategie
manager bij de not-for-profit stichting NLnet.

De stichting wijst erop dat het ook in het belang van Microsoft zelf is
om deze informatie publiek te maken. In de komende weken zullen de
nationale normalisatie-instellingen wereldwijd hun oordeel vellen over
het controversiële her-archiveringsformaat OOXML dat momenteel zwaar
onder vuur ligt [2] in de Internationale Standaarden Organisatie ISO. De
standaard is door Microsoft via het Zwitserse ECMA ingebracht. NLnet is
recentelijk lid geworden van ECMA om Interoperabiliteit van de
toekomstige OOXML versies met de ODF-standaard te verbeteren. De
stichting is verontrust over het feit dat zelfs de leden van deze
commissie niet de beschikking kregen over de echte specificaties van de
bestandsformaten die ze geacht worden te hercoderen.

"Je kunt van niemand verwachten een herarchiveringsstandaard te maken
zonder toegang tot het origineel. Het lijkt ons letterlijk onmogelijk
voor standaardenorganisaties om dergelijke voorstellen te beoordelen op
zijn merites", zegt Leenaars, lid van de Nederlandse NEN-commissie die
verantwoordelijk is voor zowel ODF en OOXML. Momenteel geeft Microsoft
alleen offline toegang tot een zeer beperkt deel van de blauwdrukken
onder een non-disclosure overeenkomst [3], maar deze zijn onvolledig,
onleesbaar, en alleen beschikbaar onder zeer restrictieve voorwaarden -
en dus van weinig nut voor normalisatieorganisaties of de
softwaregemeenschap.

Er is heel wat controverse over OOXML in het tot dusver mislukte
normalisatieproces. Veel van de technische problemen die nog moeten
worden opgelost liggen in de lijn van compatibiliteitseisen met een
grotendeels onbekend formaat. De stichting vreest dat de voortzetting
van het OOXML normalisatie-proces zonder de werkelijke specificaties
zal resulteren in ernstige informatieverliezen voor mogelijk tientallen
miljoenen klanten (en ex-klanten) van Microsoft.

Microsoft should release deprecated file formats into public domain

Dutch charitative venture capitalist NLnet [1] has requested IT company
Microsoft to release its previous file formats into the public domain.
According to the not-for-profit investor this will allow businesses,
open source-developers and the standards community to better access
their own documents in the future, and will help getting Microsoft's
products to work with the new open standard ODF.

Especially releasing the full blueprints of the many different versions
of Microsoft's old Office formats (better known as doc,. xls and .ppt)
into the public domain is urgently required for work on future versions
of ODF. ODF (ISO 26300) is the new and broadly supported ISO-standard
for Office formats that fast becoming the default file format of choice
for text editors, spreadsheets and other office applications with
governments, businesses, NGO's and individuals. "There is no reason for
deprecated file formats not to be in the public domain," states Michiel
Leenaars, strategy manager at the not-for-profit NLnet foundation.

Also, over the next weeks national standards bodies worldwide are due
to make up their minds about the controversial re-archiving format
OOXML currently under heavy fire within the International Standards
Organisation ISO [2]. NLnet recently joined ECMA as a member to improve
interoperability of future OOXML versions with the ODF standard. The
foundation was alarmed by the fact that even the committee members do
not get the real specifications of the file formats they are supposed
to be re-encoding.

"Surely no-one can make - or judge - a decent re-archiving standard if
the original file formats are unknown to them", says Leenaars, the
longest sitting member of the Netherlands national standards body
committee responsible for both ODF and OOXML. Currently Microsoft
provides part of the specifications under a non-disclosure agreement
[3] but these are vastly incomplete, illegible, and available only
under very restrictive conditions - and therefore of little use to
neither standards bodies nor to the software community.

There has been quite some controversy over OOXML in the so far
unsuccessful standardization process. Many of the technical issues
still have to be resolved in line with compatibility requirements from
a largely unknown format. The foundation fears that the continuation of
the OOXML standardisation process without the actual specifications
will result in serious misalignments and vast information loss for
potentially tens of millions of customers (and former customers) from
Microsoft.
