[OpenDoc Announce] ODF consultation in Portugal

Dear all,

the Portuguese government is doing a large consultation on Digital
Interoperability, including the adoption of OpenDocument Format 1.2 as a
mandatory standard within government.

This is an open process that reminds of the "challenges" held in the UK
on the standards hub. At the time these meant a breakthrough in the
position of UK government on open document formats in practical terms,
and something that helped overcome the inertia of institutions that had
become entangled with legacy solutions that had been in place for
sometimes decades. These days you will only find OpenDocument Format on
.gov.uk websites, and there is a very strict policy.

While the interoperability framework of the Portuguese government
already has been prescribing ODF in Portugal for some years, this
consultation is important to make the change within government really
happen.
