[ODFPlugtest] plugfest test file results

Fundamental rule should be (IMHO) - a test document should be available to 
anyone, anytime, anyplace.

Limitations should need proper justification.

A test document should be a reproducer for a problem, hence it should be 
available to all users and implementors to be used.

Maybe we should draft some rules? Sth that lays out the requirements for 
test documents? I would use sth simple like Creative Commons CC-BY-SA

We've discussed it in the OIC TC conference call, and Cherie Ekholm
explained that the reason for this license is that many documents trace
back to documents that Microsoft has received from customers.
She will take a look at it to see if / what can be done to relax the terms.

Other vendors appear to have the same issue, by the way, (having
truckloads of test documents from customers that can be used for internal
test purposes, but not shared to the world, since the vendors do not own
the copyright)


Then again, if I recall correctly, KOffice actually has a series of test
documents that can be shared (generated from scratch ?), and perhaps
Jos can tell us more about the set of test documents used by WebODF
(https://demo.webodf.org/demo/) ?

This is "open" as defined by MSFT? #fail IMHO. We should ask them to relax
their terms.
