[ODFPlugtest] language and locale features (WAS: Re: Reminder: ODF Plugfest Granada Call Friday at 1600 UTC)

Let me give you an example of how the scenarios work:

1) The scenario author prepares a set of instructions for everyone to do 
in their editor.  This might be 10-20 numbered steps.  Not too long.  It 
should be something that the plugfest participants can do in 15 minutes or 
so.

2) We each save our documents to ODF format.  So we have the same scenario 
saved in different "flavors" of ODF.  OpenOffice ODF, Symphony ODF, 
KOffice ODF, MS Office ODF, etc.

3) Then we exchange documents.  So we all have a copy of the all the 
"flavors".

4) Then we each open all the "flavors" in our own editor and note any 
problems.

5) Finally we discuss the problems we find and how to resolve them.

So the key step for preparation is defining the scenario.
